Understanding the challenges with cross-border humanitarian assistance.

We conducted an in-depth evaluation of the challenges faced by humanitarian actors delivering cross-border aid from Turkey into Syria, including the challenges with remote monitoring and evaluation of humanitarian projects in difficult-to-access areas.
